艺术类EB1A，共claim 了3条：获奖,judge,媒体报道。
其中获奖，judge都认可了，但是“媒体报道”被RFE。律师给组织的REE材料又太差，
最终整个CASE被拒。

我想自己DIY，重新递交申请，这次不再claim“媒体报道”，更换其它项目，但是保留
“获奖，judge”两项。考虑到不同的IO审案标准不一，有可能会对“获奖，judge”两
项又给新的RFE。可否在新CASE里面声明：我的“获奖”和“judge”已经在前面的CASE
里被approve过了？根据PM-602-0005，USCIS 必须保持“consistent standard”。

Form I-140, Immigrant Petition for Alien Worker, filed for:

The purpose of this PM is to ensure that U.S. Citizenship and Immigration
Services (USCIS) processes Form I-140 petitions filed under these employment
