其中一段话这样说的：
... state the petitioner is a "scientist with extraordinary ability and a
rising star of the field of ..."
听起来很不错吧？ 然而判定是这样的：
This statement clearly identifies the petitioner as one of who has future
potential to be a star, but not yet rise to the top as a star.
晕倒吧！
