根据I-907 instruction：
If you have already filed the underlying form (i.e., Form I-140) and wish
to request Premium Processing Service, submit Form I-907 to the service
center where the underlying form is pending.
不知道这个Service Center 地址倒底是哪里？
E-file时给了个地址是：
USCIS Texas Service Center
Attn: E-Filed I-140
P.O. Box 851391
Mesquite, TX 75185-1391
然后收到I-140的收据时寄来的地址是：
Immigration & Naturalization Service
Texas Service Center
P.O. Box 851488
Mesquite, TX 75185-1488
I-907 instruction 里有个地址是：
Premium Processing

Dallas, TX 75227-9030
