现在申请NIW，刚填完140表格，其中第四部分有两个问题：
7. Is the petition being filed without an original labor certification
because the original labor certification was previously submitted in support
of another Form I-140?
You should answer "no", if you are filing under EB-2 NIW, EB-1A, or EB-1B.
8. If the petition is being filed without an original labor certification,
are you requesting that USCIS request a duplicate labor certification from
the Department of Labor?
You should answer "no", if you are filing under EB-2 NIW, EB-1A, or EB-1B.
这个答案我是从网上一个律师介绍那搜来的。
但是在看另一份美国律师写的关于checklist上有要求在NIW提交140时，也需要ETA9089
.有人还说因为没提交ETA9089而被FRE。
请问现在申请NIW，需要同时提交ETA9089吗？
这个ETA9089是一起和140装订在一起给USCIS寄去的吗？
还说单独提交给Department of Labor ？
那140上的两个问题是否填YES?
