What's wrong with Madoff method? Aren't all banks doing the same thing?
Attract people to deposit money, award them with 4% APY, and then use the
money to loan out or invest, sometimes earns 10+%, but most times loses
money. But as long as the bank can get more deposit in (4% is quite
attractive. If not enough, go with 6%.), it's safe.
