Try Weka. It's a machine learning open source
software, including programmable interface to
decision tree. They have very detailed explanation
and documentation online for classes and libraries
too. (All those are included in the doc directoryl,
you can view it after downloading).
My friend programmed Weka successfully before...so
I think it's pretty good and easy too use.
