The best way is to explicitly set locale to english in your program,
otherwise,
who can guarantee the JVM on other machines is always starting with the right
default locale? If the next time it runs on a French Windows, those dialog
boxes
with have French messages:)

how to set locale in english or in GB?
I use the english winxp,
to modify the locale is not so easy.
