I'm on my OPT to work as a postdoc now, my OPT will expire in a few months.
I talked to the HR of my institute (private research institute) for
transferring to H1b, and they agreed to turn in my H1b application as fast
as they can. I later asked them about the possibility of extending my OPT
by 17 months if the institute is e-verified.

you should be able to extend your OPT as long as you are in the STEM
category.
OPT is not a matter of your employer. Instead, you should talk to your
university for the application of extension. You are literally still treated
as a studentwhen you are on OPT.
