term presidents was very much on display in 2008 — the last time the stock
market had to endure such a year. The Dow Jones Industrial Average fell 21.9
% from Oct. 1, 2007, through Sept. 30, 2008 — the fourth fiscal year of
George W. Bush’s second term.
(To be sure, 2008 is an outlier, given the punishing 2008-2009 bear market.
But the pattern illustrated in the accompanying chart doesn’t disappear if
we remove 2008 from the sample. The average year-4 loss would be 5.8% if we
didn’t take 2008 into account, instead of 8.3%. That still would be the
worst average year of any shown in the chart.)
