I used the second method too. But as I knew, Harvard didn't say whether the
Dean's letter(or College Certification?) could be waived or not.

I am your alumni. Actually there is someone there providing such letters in
law school, (named Yin Ming?). I asked my professor in law school for help,
giving her a typed letter (with your 5% rank etc, right?) through email. The
professor asked a student to finish everything including mailing the letter to
me.
Hey, remember to keep in touch with at least one professor in law school.
