之前一直是可以的，因为Gift card算Debit card，不用手续费可以缴水电煤。
最近两次连续decline，10off的coupon也因此没用成功。
EvolveMoney也似乎给出了说明，不知道是不是说只能当天付（+1.5dollar），预付1天
以后则会decline
Gift cards and one time use pre-paid debit cards cannot be used to make
payments more than 1-2 business days in advance. If attempted, the bank that
issues the card may decline your payment.
