Can a J1 visa file I485 and waiver at the same time?

A J-1 holder has the following three (3) options to obtain a Green Card:
1. File the immigrant petition and the J-1 waiver at the same time; or
2. File the J-1 waiver first and then file immigrant petition after J-1
waiver is approved; or
3. File the immigrant petition first and then file J-1 waiver after
immigrant petition granted.

求懂得朋友帮我讲一下。
我的之前一份工作的EB2的140的PD是2010/09/01
我现在的工作今年一月帮我交的PERM，昨天刚刚批准。
如果140可以用Premium Processing，我这样的情况，到拿到绿卡大概还要有多久呢？

I think the so called "immigrant petition" is I-140.
个人认为，需要用waiver审批后的材料，才能申请485.

如果current 可以concurrent filing. 你485材料准备好就可以。既然140 pp 也可以
等结果下来提交485

我理解：本月的排期还是2012年以后的，下个月就要倒退回2010一月。
所以如果我能在本月底前收到PERM hard copy（拼人品了），理论上就可以提交140和
485（需要律师配合），否则要等到排期再次前进以后。

有成功先例。在485中附加DOS的flavirable letter复印件。不过如果DOS发信了，
USCIS批准也就是两周的事儿了。

Do you know how soon a J1 can submit waiver peition?
I was told that Chinese cannot apply for waiver unless staying in J1 for one
year.
Is it different for other countries?
It seems like a policy of a home country's consulate, because J1 has to get
no objection from the consulate.
