Thinking of career change. Don't have the time and money to go back to
school. Have some knowledge in programming (hobby). If I'm able to get MS
or Java certified, how much chance do I have to find a job in CS area?

Does it matter?
Bill Gates never got Microsoft/Cisco/Oracle (or IBM, for practical reasons)
certified before he jumped into the programming business.
Ok I was joking:) In my opinion it matters less the type of paper
certificate/degree you present to your interviewer. It matters more whether
or not you can get the job done, or, more direct, how much money you can
make for your company.
