basically, for noncitizen ppl who is without PR, if you have received your
H-1 visa for over 183 days, you are eligible to file 1040 instead of 1040NR.
yes, for ppl who filed 1040-NR, you are not eligible to get the 300 tax
refound this year. However, when you start to file 1040 in the future,
you may be able to claim the full amount back as credit. (detailed policy
