What you said is only from the book for US resident and citizen's tax.
For Chinese students, under China-US tax treaty, the
fellowship/scholarship does not have to cover only the 'qualified
expenses'(tuition, books, fee) to be eligible for the exemption.
It can also cover other personal expenses.
So robozjy just need to get a proof from the university saying
the whole amount is a scholarship.
