It seems in IEEE latex template, when I use \include to break an article
into several parts, every parts will start from a new page. So how can I do
in latex to avoid this situation, and joint all parts without any break?
Thanks.

Use \input{...}.
\include{...} is supposed to be used with chapter-level files, and
is used in conjunction with the \includeonly{...} command.
Each time \include{...} is used, a separate .aux file is created to
store cross reference information, and a new page is begun.

do
