Under such situation, what I usually do is to reinstall the windows rather
than wasting my time on trying to fix it, which usually never works.

use xcopy in dos mode(boot with win 98 disc)
if ur system partition is ntfs, use ntfspro (search in web, the free version
can let u read from ntfs partition)
or if u have enough space, then just ghost the system partition to another p
artition(or to CD-R), u can recover all ur files from the ghost file.
u only have to format the system partition
