If XP Pro,
Control Panel -> Rational and Languages Options -> Advanced
set Language for non-Unicode programs to Chinese
This is discussed several times in this board.

Another alternative is to download AppLocale utility at
http://www.microsoft.com/globaldev/tools/apploc.mspx
Please note that it may not work for some programs.
