本人diy材料接近尾声，却总是不能满意，希望能找合适的人润色修改，不知去哪里找

你能找一个editor给你看看，是最好的。尤其是熟悉法律写作的。

You'd better find a native speaker. It makes a whole lot of differences.
Especially they know how to write some sentences or what words to use under
certain circumstances.

Actually, I have another question. Which NIH grant cycles are decided based
on 2013 budget? July 2012 submission (scored in Oct. 2012), October 2012
submission (scored in Feb/March. 2013), February 2013 submission(scored in
July. 2013)? Does this mean February submissions usually have shorter
waiting time for a final decision?

July 2012 submission is expected to be funded on April 1st, 2013. It is
2013 budget. I would expect lower funding rate for this coming year
especially with the budget cut.

native speaker还有法律背景的不是很好找。craiglist上的鱼龙混杂，曾经找一人，
就说要他改letter，还非要求多次face-to-face discussion，直接放弃了。。。

CR到3月27号.sequester这周五生效.所以要想知道最终的budget,估计要等到4月初
了.
