我听到的风声是大部分人的R01 grant 要砍10-20%，所以大部分人会没有那么
多钱来支持博士后，所以表现不够好的，尤其是年资比较高的（所以工资也比较高的）
，可能就要小心了。

Analyses in the news suggest that (1) in the next couple of weeks, another
CR will be passed to replace the one that expires on 3/27. It'll keep the
same level of total cuts as the sequestration but gives the president some
flexibility to distribute the cuts. (2) the final deal is expected to be
mid summer. That's when the debt ceiling expires and after the public has
experienced the pain of the cut.
So from the tea leaves, it seems that existing grants will be restore to 95%
, and there will be less new grants (in addition to new grants being 5 to
10% smaller). Fingers crossed that the NIH will be singled out for a less
than average cut for 2014. It was saved from the 2012 cut after all

不用乱担心，顶多被驳回来不给升工资就是了。如果你做得不错的话，没有什么理由
让你走人。因为越是财政紧张，能干的人就越需要留下来，否则没有过硬的数据，申请
资金的时候就更是死得惨。而重新招人很麻烦的，重新培养新人来做你的项目更是麻烦
加麻烦。

今年有些NIH的institutes的payline只有6%了。几年前大家还在complain 15%的

老汉我年过五旬， 进退两难。 十几年前刚AP就回去， 估计就直接正教授了， 现在回
去也没人要了。 老不死的还谁要。R01 还有一两年就没了， 对renew 不抱希望， 到
时候看来只能开出租去了。

one of my friends said nowadays no one gets R01 anyway so he kind of feels
more relaxing about tenure pressure because he always has some small
fundings.

这个还是要看是哪个所吧，不必一概而论，吓死自己。
今年的会比较惨。但我估计明年的budget又会回到2012的水平。

我昨天和老美们谈了一下，发现这个sequestration比我想像中的还要傻。 因为美国的
财政支出中增加最快的一部分就是medicare, medicaid 之类的福利型支出。
sequestration 虽然号称对所有预算进行统一收缩，但是其实对medicare/medicaid 的
影响要小非常多（可能因为有些支出不是预算型的所以不受影响）。
据说是medicare实际上最多会减少2%， 而其他机构普遍是5~6%。

军事是第一个要被cut 的，美国军费开支是世界其他国家总和，在和平年代没有必要。
basic research 确实应该被cut，培养了太多的PhD 和postdoc，阿猫阿狗都能拿个PhD
做个postdoc，见到了太多悟性很低的人也人模狗样的做postdoc，这些人根本就不适
合做science，应该从science 界被赶出去。太多的data 没法重复。造成了人才和资源
的极大浪费。oversupply 就应该被cut。

美国没有飞机，航母，大炮的话美元就变废纸了，
政客不是关心国家，他们关心的是选票，所以谁也不敢动福利和医保，
学校一直是liberal，还有依赖政府的资金，多砍些也不会影响到选票。

续缓慢地收缩。可以参考物理学从四五十年代以来的变迁。
说到底，生物学对社会是有用的。剩下的是社会的经济承受能力和投入产出比。
美国的生医研究收缩，还会有一部分向新兴经济体的分流。
每个人要怎么办，看个人。每个行业都有兴衰，有周期。码工，花街也一样。
