You mean program officers? They have a bit of power at lifting some grants
to get funded especially if you are a new investigator. I know someone just
got funded at 23% in NCI partly due to the PO and his former PI (I don't
think is fair though...at 23%?) 10% for new PI is okay but 23% just too
much.

刚查了一下，program director 实际就是grant里的program official。开始还以为是
一种比official级别高的职位。
