GSL uses GPL license, so if you release your software that uses it, you have
to release the source code of the ENTIRE software if your users ask for it.
TNT is in public domain, but doesn't seem to be actively developed nowadays.
boost::uBLAS does not have GPL style restriction and is a mature and
maintained library.
You can also consider ATLAS: http://math-atlas.sourceforge.net/ , which uses BSD-style license.
