Public K-12 is not 盈利组织. I am not sure about private schools.
For example, the retirement plan a public school teacher can be on is 403(b)

我说的是办H1属于盈利组织，占名额的。

大学的faculty 是非盈利组织，办H1不占名额。
公立中小学的老师办H1都是占名额的。
记得以前版主说过参加什么大学的program，然后就算非盈利的H1了。
