I am not sure what level it's going to be...like red hat Linux?
but smaller companies can take the risk of making bold business moves...
I don't think CSCO will have open source for IOS or pix IOS in the near
future...
in fact, I heard CSCO CCM can interoperate with other venders...

I think it is going to be above syscall level yet below CLI level, just my
guess.
Fundamentally I don't think there is any reason why other vendors can not
offer this functionality if they decide to do so.
Although it opens up a whole lot possibilities which are not available today
, it is going to be a nightmare for JTAC engineers, potentially they will be
trying to shoot a moving target if something is not working.

CCM is not an operating system, it is an application running on Linux or
Windows.
CCM can interoperate with other vendors in terms of ...?

They don't have to be responsible for 3rd party developed functionalities.
That will make their job easier.
