I am planning to transfer to another university, but I haven't let the
department know yet. When (around a month or a week before I leave) should I
inform them about my transfer? And how long will it take the department to
release me? In the usual case, will they let me go or will I pay for some
penalty? Thank you for your suggestion!!

tell them as soon as you get offer, and wait......
it not the department who release you, but the ISO
don't worry
