most of it is pre-payment and government charges. $1300 AOC is not bad. It
also depends on the APR you got.

It depends on what the market rate was when you locked. Lenders use
origination fee to adjust for the APR difference. For example, if the rate
was 4.72% that day, the lender would give you a discount of AOC. If the rate
was 4.77% that day then the lender would have raised origination fees.
