去年7-8月submit
10月panel
11月问了PM，说是3个VG 1个G，在fund if possible的category。
之后也不抱希望了，到了3月一看还是pending，状态一直没变。
PM email回复是 “I am holding your proposal in pending status until the end
of March in case more funding becomes available to the program. Thank you
for your patience.”
我的理解，这是比较委婉的rejection了。
现在都5月了，状态还没变。请教大牛们，这到底什么情况啊？
