I am not an expert, but $10000 closing cost seems too high, I would guess ~$
6000 is fair. Is the house in Baltimore City or County? You'd better NOT
live in the city, go to one of the counties. Your budget is too low for
Howard, but possible in Baltimore county or AA. Good luck!
Or get a different agent!

Sorry, but transfer tax IS collected by the government, although it is just
about 1-2% of the sale price. Please see here (found by google):

That I know, I googled out the link and just copied/pasted for your
reference.
So you are a first-time buyer?
To be honest, the person whom you should ask about the closing cost is your
loan officer, he/she will provide you with a very detailed GFE which is
usually very close to the final HUD form.
Maybe there is some kind of mis-communication between you and him/her,
because he/she should know this very first-time buyer thing.

districts, especially the two top high schools in Howard county, you will
NOT be able to grab a house unless you are lightening fast with enough money
in your bank account.

Agent给你报的有点高吧，按照我们公司的估计，Baltimore County25万的房子， 如果
是First Time Home Buyer， 不包括Escrow account 应该是5000左右，不是First
Time Home Buyer的话再多600多的State Transfer Tax。 Escrow reserves 不是
closing costs，根据什么时候过户escrow reserve的数不一样， 一般3月份过户是
reserve最多的时候， 但也就是2500左右。
是First Time Home Buyer， 不包括Escrow account 应该是5000左右，不是First
Time Home Buyer的话再多600多的State Transfer Tax。 Escrow reserves 不是
closing costs，根据什么时候过户escrow reserve的数不一样， 一般3月份过户是
reserve最多的时候， 但也就是2500左右。

只有这个区的房子新一些，其它区的都是40，50，60年代的房子。
HARWORD COUNTY的房子，我这个预算是买不了的。

Baltimore County是这样的（如果买卖双方split的话）：
Recordation Tax： 0.25% in this case $625
State Transfer Tax: 0.25% in this case $625 (Waived for first time home
buyer)
County Transfer Tax: 0.684% in this case $1,710。
County Transfer Tax rate是不一样的， 譬如Howard County就是您说的情况， 也是1
%，买卖方平分。
