去年这个时候,我们版与海外中国教育基金会(Overseas China Education
Foundation,简称OCEF,在mitbbs的版面为mitOCEF)合作,邀请网友一起翻译了OCEF
的2010年度工作报告。今年OCEF成立20周年,我们版再次应邀举行20周年纪念特刊的翻

Teacher’s Program
OCEF teacher sponsorship program was founded in March, 2006, the core task
of this program is to help substitute teachers who are working in the poor
mountainous area, on one hand, providing necessary living stipend to those
well qualified substitute teachers who have been working under meager income
over a long period of time; on the other hand, preparing professional
training fund, to help teachers to continue their trainings in their
professional career, improving some of the impoverished teachers’ the
education quality and providing limited educational reading material, better
impoverished areas’ level of education.
In the vast western region, because of desolation and poverty, low income
and lack of benefit coverage, many places cannot find qualified teachers,
vast majority of rural elementary schools are forced to use local substitute
teachers for its daily operation. Since 2005, the Chinese government has
started to promote its nine-year compulsory education, remote educational
facilities are being combined and closed, in the mean time; substitute
teachers are being laid off. 600 thousand substitute teachers used to be
responsible for the education of 12 millions of countryside kids. Their
workload is the same as the government hired teachers, but their salary is
only 1/10 or even 1/20 of the latter.
In 2010, the phrase Chinese rural substitute teacher has been taken off from
the official history dictionary. Nonetheless, in some desolated western
mountainous areas, because juvenile kids could not leave their parents and
hike through the treacherous trails to study at urban elementary schools,
the substitute teachers were rehired under non-governmental teacher status,
to continue to be responsible for the mountainous area’s education. They
are the ones that we are trying to help, because helping the teachers will
in turn help the kids. If the rural substitute teachers cannot
wholeheartedly to do their job, because of low salary and difficult living
circumstances, the quality of education cannot be guaranteed, even more,
substitute teachers may give up their teaching job and try to find jobs
elsewhere, then our assistance to the students will be put in jeopardize and
possibly loose its purpose.
Starting in 2012, OCEF is adjusting its assistantship direction, from
assisting purely base on the level of poverty to a more comprehensive
evaluation, which includes the level of the assisted substitute teachers’
teaching quality, level of poverty, and encourage the assisted substitute
teachers to improve their level of teaching.

Teacher assistantship: Funding assistance and teacher training
Funding Assistance: original non-evaluation, only considering level of
poverty’s assistantship has been terminated. Considering rural, especially
teachers from impoverished areas still need some financial assistance, “
special teaching stipend” will be applied for this group of impoverished
teacher’s assistant program. Special teaching stipend needs to be applied
every year, applying material needs to include certificate of level of
poverty, as well as teaching material, schedule, grades and other
certificates as proof of excellence in education. The latter will be used
as the criteria to determined if the special teaching stipend will be
granted or not.
Teacher Training: can be implemented in two ways, first, relying on library
group’s current book training experience and ability, to continue its
expansion; second, looking for other specialized NGO training programs to
work with.

9. 综合资助项目 pg42
Overall assistantship program
自2010年始…
Since the beginning of 2010, OCEF has gradually changed its direction of
assistantship. From assisting the dropout kids directly to a multi-
directional assistantship, improving the rural area’s overall educational
quality. OCEF selects schools that are qualified for the assistantship
criterions as assisting facilities, and assisting these facilities according
their particular needs, such as improving school’s hardware, training
local teachers, assisting students, promoting reading programs, health
programs and a series of comprehensive assistances. Hoping to go in-depth
of rural education, do a sturdy job at each assistantship facility, let the
seed of hope to root in its ground and grow continually.
贵州省毕节市…
Guizhou province, city of Bishi, Zhijin county is OCEF’s 1st comprehensive
assistant program experimental facility. Zhijin is located in Midwestern
region of Guizhou, with an area of 2,868 square km. Zhijin county is
approximately 151km east of Guizhou; with Pingba, Qingzhen on its east;
Puding, Anshui on its south; Nayong, liuzhi on its west; Dafang, Qianxi on
its north. The county resides Han, Miao, Zang, Hui, Buyi and 23 other
ethnic groups. Minority group population (include undecided ethnical
Chuanqing natives) is 48.02%. In 2011, the whole county has a GDP of 7.737
billion rmb, each farmer has an after tax income of 3,167rmb. In the Zhijin
county, ridges and peaks rise one after another, caves, hidden river, lack
of arable land, and suffers severely from solidified soil.
The entire Zhijin county has a total of 385 schools at all different levels,
because of its odd geographic environment restrains, the distribution of
public schools isn’t very logical, thus many kids who live in the deep
mountainous area has a difficult time to enrolled in school for their early
childhood education, this causes many knowledgeable educators to build
schools in the deep mountainous area, which solved the problem of
mountainous kids’ enrolling at nearby schools effectively.
Because most of the school educators are knowledgeable farmers, or has
worked as non-governmental teachers, their finance and teaching strength are
very weak, relying on the education department’s 240-400Yuan/student/
academic school year financial assistant,
it is impossible to solve problems such as school environment facility,
improving teaching condition and teacher training. Thus, the condition of
the mountainous local schools is way below the normal standard, non-
governmental teachers work under tremendous amount of pressure, low income,
school playground facility narrow and crowd, chairs and desks are
dilapidated, playground becomes very slippery after raining and other unsafe
problems exist as well.
Direct towards the situation, OCEF has engaged in the comprehensive
assisting program at Zhijin, and on March, 2012, sent trained staff, Zhang
ailing, to Zhijin assisting facility, relying mainly on reading and
promoting, coordinate teacher training, specialist seminar, volunteers going
to the countryside, reading summer camp and many other forms, helping
school to building a reading environment, let teachers and student fall in
love with reading, promote its program effectively.

Up till now, OCEF’ assistant situation in the Zhijin district, besides
books delivery, panel library and community library has been built; middle
and elementary school health class, special program, scholarship/teaching
assistantship program, stipend program, teachers’ reading promotion program
are being offered. Among them, special programs include: aid cafeteria/
library, teaching wall paint powder, desks, panel library environment
construction, play ground hardening, restroom construction, sports
facilities, ethnical handicraft/national musical hobby course, community
unattended children pre-school education/parental education, student family
case assistant and other programs.

OCEF Publication Rural Children
Most of the students that assisted by the OCEF are from the remote and
impoverished western countryside of China, family income is way below the
local average, cannot afford to buy outside reading material. Not only the
local school is lack of outside reading material, moreover, books that can
show the mountain landscape, pass the pulse of times and connect with the
students are even more difficult to find. The purpose of the Rural Children
is to fill the gap, in 2003, staff from the foundation brought free reading
material, and specifically distributed them to the students that were
assisted by the OCEF. Rural Children editorial department consists staff
that have both engineering and liberal arts background, age structure with a
combination of young, middle age and aged, loving heart, perseverance and
people who love volunteering activities. Rural Children is published in a
semi-years basis, from the beginning of printing in black and white to today
’s colored cover, every publication from the beginning of 20+ pages
expanded to today’s 40+ pages, Rural Children’s volunteers are working
relentlessly, to satisfy OCEF’ assistant program and library group’s needs
for servicing and communicating with the students that are being assisted.
Rural Children is the OCEF’s official publication, honors OCEF’s policy.
Its aims are:
1. Help readers to have an optimistic, care for others’ view of live,
value and the world, discuss method of conducting oneself in society
2. Guide readers’ interest in studying, introduce effective ways of
studying and thinking, avoid to increase academic burden on the readers and
outside homework, and don’t give the readers’ additional tests, academic
ranking, passing entrance exam and pressure on finding a job
3. Introduce common sense of life, enhance the ability of survival and
find living outside of home
4. Broaden one’s knowledge, have some pleasing to the eye, relaxed and
contend reading experience
5. Encourage readers write letters to answer questions, ask questions and
nurture communication skills
6. Encourage readers to submit journals, improve literal writing ability
7. Guide readers’ social and environmental awareness, hold small group
investigation, and nurture awareness of the obligations of the citizens
8. Encourage readers’ handling operation, nurture handling ability,
connect knowledge from the textbook to real life
9. Don’t publicize politics, and any biased religion and ideology
Currently, Rural Children has seven columns, they are:
· You say I say—through the method of bi-directional communication,
discuss different topics with the readers, enhance communication and
interaction with the readers.
· Outside World—introduce domestic and abroad’ customs, culture,
economy, history, geography, important events and human background knowledge
etc. Let readers broaden their outlooks, understand life’s mutuality and
differences from different perspectives, learn from human’s common
interests to view the world, analyze problems.
· Nature, Science, Agriculture—Introduce nature, science, agriculture’
s popularity and working knowledge, interesting news and events. Let
readers to increase their knowledge, inspire their interest in nature,
science and agriculture.
· Method and Trick—Discussion on studying method and techniques, learn
psychological meditation.
· Moments of Life—Motivational articles that are related to rural
children’ life, common sense of life, including basic necessities of life
in the countryside and metropolitan area, etiquettes, hygiene, knowledge of
conducting oneself in the society, tricks or standards.
· Art Netcollect—Children’ literature that meet rural children’
reading interest and understanding ability, artistic appreciation, excellent
culture, and great motto.
· Brain Leisure—Child jokes, mental game and etc.
To encourage student to read Rural Children and submit/write letters to the
publication, during every publication, we also setup a column that gives
rewards for answering question and submitting journals, direct towards the
published articles, ask some thoughtful questions, and encourage students to
answer. Those who independently answer the questions and submit the
answers will receive a well designed postcard and bookmark from the Rural
Children’ staff members. Among all of the submissions, the excellent
answers or article’s writer will also receive textbooks and writing
utensils as rewards, these answers or journals may also be published on the
Rural Children.
To improve the quality of the Rural Children, in 2009, we will also surveyed
some of the readers’ reading habit and interests. More information can be
found on Rural Children’s 2009 annual journal.

1. Specify the donation is used particularly for the operation of the
Rural Children.
2. Join the volunteering group, participate in editing and managing Rural
Children.
3. Submit to the Rural Children, include your original writing and
recommend reading materials that are appropriate for the readers of the

最后想说,作为一名在中国出生,在美国长大成人的海外华侨,非常幸运的是,我从来
没有为了上学要去穿山越岭,但在大洋彼岸的另一端,有很多同胞的子女们却生活在如
此条件落后的环境下。因为种种原因,我从来没能去中国的偏远山村去帮助那些生活在
贫困山区的孩子,而帮助OCEF翻译一些刊物is like the minimum that i can do for
these kids.
很高兴这次能够为OCEF服务,如果到最后还有没有翻译的,我要是有时间的话,我想我
应该不会介意再帮助ocef翻译几段。

打开中国的地图,人们会感到那片古老的土地如今正在一片商业大潮中热烈地涌动着。
一向勤劳俭朴的中国人,现在抓住这千载难逢的机会,想使自己尽快脱贫致富。于是,
人们从报道中读到:万元户不稀罕了,南方的人们开始买房子、买汽车了,手中富裕的
人们又因炒股票而亢奋起来……那块贫瘠的土地一下子给人一种耀眼的色彩。
然而,在这种眩目的色彩背后却有着另一幅与此极不相称的画面:一直生活清苦而又任
劳任怨的中小学老师们并没有在这种大潮中得到他们应有的报酬,反而因通货膨胀而不
得不背起更加沉重的生活负担;一位老教师很动情地说:“都说教师是一个很神圣的职
业。我吃了一辈子粉笔灰到头来一个月的工资还不如校门口卖衣服的个体户一天挣的多
。谁不愿意活得更舒坦、富裕些呢?是我笨吗?”;也有一部分老师们终于因不愿生活
的这般清苦,离开这份给人“传道、授业、解惑”的工作;更不用说那占中国60%--70%
的山区了,山区的人们还是过着同样紧巴巴的生活,山里的孩子们还是在昏暗的破泥瓦
房里上课,有的甚至因家里交不起学费而不得不离开心爱的课堂…… 上学、在课堂里
读书,成为山里人的一种奢望;山里的民办教师们拿着少得可怜的工资,默默地、尽职
地让渴望读书的孩子们能有书读……这一切对一个梦想腾飞的民族来说,显得如此沉重!
据中国大陆政府官方统计数字(89年),全国只有三分之一的学生能读完小学,每年
仅因家庭贫困就有平均约一百万的学生中途辍学,全国大学生人数占全国人口的1.4%,
一个十一亿人口的大国还有两亿多文盲(其中成人文盲率15.9%),约占世界文盲总数
的四分之一。如果说教育是为一个民族的成长和发展播种,那么当人们面对这样的现实
时,再去乐观地预测中国将是下一个世纪的经济强国还会存有多大的信心?有识之士已
迫切感到教育不振兴,中国的发展就很难有更大的潜力!
“再穷不能穷教育,再苦不能苦孩子!”这是中国山区人们对教育的呼喊。要在一
个还有两亿多文盲的国度里实现民主和富强,这便是我们所面对的现实。

years ago. Listening to the echo of history, the words are ringing in our
ears; the loves and hopes are passing heart to heart, and hand to hand.

Brief introduction of SOS China Education Fund

Opening map of China, people will feel that the ancient land now is surging
in the commercial tide. The Chinese people who has always been industrious
and frugal, now is seizing this golden opportunity to get rich. Then, you
can read from reports: millionaires are not rare any more; people in the
south China began to buy houses, buy cars; wealthy people excited again by
playing the stock market… The piece of barren land suddenly gives off a
bright color.
However, behind the dazzling color there is another very incompatible
picture: The teachers in middle and primary schools who have been living
impoverished and working hard did not get their due reward in this tide.
Instead, because of inflation, they have to take up heavier living burden. A
senior teacher said emotionally: It’s all said that teacher is a very
sacred profession. I ate a lifetime of chalk dusk, but in the end my one-
month’s wage still can not compare with the self-employed person’s one-day
earned who sells clothes at the school gate. Who don’t want to have a more
comfortable, wealthy life? Am I stupid?”; Part of teachers finally could
not stand for such an impoverished living. They left the job which is “
spreading wisdom, imparting knowledge, and resolving doubts”. It lets alone
the mountain areas which is 60-70% of China. People in mountains still live
the same poverty-stricken lives. The children in the mountains still learn
their knowledge in the dark broken masonry room. Some of them even have to
leave the beloved classroom due to their family cannot afford the tuition.
… Going to school, reading in the classroom become an extravagant hope of
mountain people; The private teachers in the mountains have only meager
wages. They silently and dutifully teach those children who are so eager to
learning…. All these is so heavy, for a nation who is dreaming of takeoff.
According to the Chinese mainland official government statistics (1989),
only one-third students could finish primary school, and there was average
one million student dropped out of school every year just because of family
poverty; The number of undergraduate only accounted for 1.4% of the national
population; In the nation as big as of population of 1.1 billion, there
still were more than 200 million illiterates (15.9% of the adult illiteracy)
, which was about one-fourth of illiterates in the world. If education is
the planting of a nation’s growth and development, then, when people are
facing with such a reality, how much confidence they will have to
optimistically predict that China will be the economic powerhouse in next
century? Insightful people have strongly felt that if education is not
revitalized, it’s difficult to have a greater potential in China’s
development!
“It never has a poor education, even though we are very poor; it never let
the child feel pain, even though we feel pain!” This is a cry to education
from Chinese mountain people. To achieve democracy and prosperity in a
country with more than two hundred million illiterates, this is the reality
we are facing.

48 共筑未来之梦(p77)

这句话恰如其分地表达了“中国教育救援基金会”所有会员的心声。
在海外(特别是北美)的中国大陆留学生有十几万。很多人在饱经“十年寒窗苦”后已
经成功地“建功立业”,在这块土地上通过自己的辛勤劳动换来了丰硕成果。大多数人
则仍在继续奋斗的征战途中,沉陷在繁忙的学业之中。还有很多人,在学业、工作的空
隙之中,积极关心各类社会公益活动,为社会、团体奉献自己的一份力量:各大学中国
学生会、学联、CND、《华夏文摘》、民主政治团体、文化科技协会.....
另有一部分人则默默地选择了“中国教育救援基金会”。像其他义务的服务团体协会成
员一样,他们大多都是普通的留学生,是你、我中十分平凡的一员。他们同样也不得不
为繁忙的功课和科研而每天加班熬夜,他们要付出更多的心血和汗水才能沉着应付这个
社会每时每刻都会来的挑战。但是,一个着眼于中华民族下一个世纪繁荣和发展的未来
之梦以及对中国目前教育的严重危机感,使这些人走到了一起。这些人文化、经历背景
可能各异:中国人、美国人,正在读书的、已工作就业的、上山下乡插过队“身经百战
”的、初出茅庐刚起步“浪迹江湖”的、偏远山区“夹皮沟”出身的、书香门第大都市
长大的,但是,共同的心声使他们组成一个团结的队伍。他们试图通过一些实际行动,
表达人类最基本的关切,表达海外留学生对祖国儿童的爱护。他们也努力试图架起一座
桥梁,为广大海外华人、学子以及真正关心中国的外国朋友提供机会,转达他们对东方
这个古老民族发展的关注。

“We come from all corners of the country, to be together for a common goal.”
The words aptly expressed the aspirations of all members of the “China
Education and Rescue Foundation”.
Oversea (especially in North America), there are hundreds of thousands of
Chinese mainland students. Many of them have built their own business after
“ten years’ bided bitter”. They achieved fruitful results with their own
hard work. Most of them are still under the way to continue the struggle
expeditions, immerging into the busy academic work. There are a lot of
people actively concern with various social welfare activities and dedicate
to social groups in the gap of their academic or works: Chinese Student
Association at various Universities, Federation of Students, CND, China News
digest, Democratic political group, Cultural and Scientific Association…
Another part of them silently selected “China Education and Rescue
Foundation”. Like the other volunteers of service groups, most of them are
common students, are a very common member among us. They also have to
overtime work and stay up late for busy homework and research work. They
have to pay more effect and sweat to calmly deal with the challenges from
this society which will come at any time. However, a dream of future
prosperity and development focusing on the Chinese nation in next century,
as well as the serious sense of crisis on China’s current education, bring
these people together. They might have different cultures, experiences, and
backgrounds: Chinese, American; students, work employment; experienced with
going and working in the countryside or mountains areas, inexperienced but
starting up to “travel the land”; born at remote mountainous; grew up in
scholarly family in metropolis, etc. But they formed a united team because
of the common aspirations. They sought through practical action, to express
the most basic human concerns, to express overseas people’s care to the
children in the motherland. They also tried to bridge a gap, to offer
opportunities for the majority of overseas Chinese and students, as well as
foreign friends who really care about China that to convey their concern the
development of this ancient oriental nation.
Here are some excerptions of half a word from part of foundation member.
These simple words expressed a clear message: We don’t just wait. We are
willing to do some specific but effective work. To concern for our nation,
care for our children!

人物简介:
施文元教授是O C E F 的 前身—中国教育救援会(SOS China Education Fund)的发
起人及首任会长。他早年在中国复旦大学从事遗传学研究,于84年年底年赴美留学取得
博士学位,成为第一位在加州大学洛杉矶分校医学院医学系担任副教授、系主任的华人
。施教授虽身处美国,但一直关心中国教育发展,目前是北京大学的长江教授,中国千
人计划成员。
1992年,我刚刚博士毕业后不久,当时的我感到很幸福,虽然已是三十而立,但拿到博
士学位更多的是靠运气和机遇。因为我在小学、中学、大学都遇到了很好的老师,特别
是复旦大学遗传学教授谭家振先生,他是当年唯一的外籍科学院院士,对我赞赏有加,
就把我送到美国来留学。所以我就在想,国内还有很多和我一样聪明甚至比我还聪明的
孩子,他们却得不到良好的受教育的机会,有的更是面临着失学。我们这些能到美国求
学的幸运儿,能否为国内这些因贫困而面临失学的孩子做一点力所能及的事情呢?1992
年恰逢互联网向公众开放,连接美加各地。在诸多新兴的网站中有一个叫CHINA的网站
,上面聚集了许多海外华人和关心中国发展的各界人士。当我把为中国贫困学童做一点
事的想法通过电子邮件发出后,短短两个小时内,就得到二十几位网友的积极回应,大
家深有同感。大家开始讨论我们能做点什麽呢?有人提出可以考虑向中国的希望工程捐
款。但当时正处于敏感时期,各人对时事有各自的看法。几经商议,大家觉得应该成立
一个自己的基金会独立运作,以保证把每一分捐款都能用在助学上,并立下基金会以纯
义工方式运作的规章。而这二十几位身处美国和加拿大的网友也就成为了基金会的创会
会员。
大多数会员都是刚刚毕业的留学生,都不知道注册一个基金会该做哪些事情,幸好会员
中有一位斯坦福法学院教授—McCombs, J. B.先生,他清楚成立一个基金会的法律程序
。McCombs, J. B.教授从未到过中国,对中国也所知不多,但他很热心慈善助学,于是
自己出钱出力把基金会注册手续都办了。
1992年11月3日,中国教育救援基金会( SOS China Education Fund)正式成立了。第
一批会员有20多人,而我则被推选为基金会第一任会长。后来会长这个职务轮值了几回
,包括鲍敏琪在内的许多义工为之付出良多。梁敢先生接任会长后,做了大量的工作,
让基金会上了一个新台阶。
20年来,无论是基金会还是中国国情都有很大变化。虽说目前中国的经济处于高速发展
阶段,但还是有很多小孩特别是我们的资助对象上不起学,这是很大的遗憾。当年我们
曾与共青团的学校部也有过接触和交流,他们也很支持我们自己运作基金会,并对出国
留学的我们能够不忘本,帮助失学儿童,为祖国教育事业的发展尽自己的一份力量,表
示肯定和赞赏,并为我们联系助学的各项事宜。我们的基金会虽然很小,资金很少,但
是充分体现了我们的爱心和意愿,可以起到很好的表率,具有一定的精神力量,可以督
促中国政府更加关心教育的普及,创造更多的就学机会。
在我任职期间,有许多难忘的人和事,令我感动良久。我们的会员,身处海外心系祖国
,关心祖国儿童的教育,做着无私贡献的好事,让人敬佩。我在不同圈子都有不同的朋
友,特别是当初基金会中认识的人,我们都还保持很密切的联系。在基金会中,我认识
了很多朋友,这也是从基金会中得到的快乐。基金会中不但有中、港、台华人会员,也
有美国人和其他国家的人。基金会成立伊始,困难很多,我们连如何注册都搞不懂。当
时筹款的圈子也很小,大家大部分是80、90年代出来的留学生,经济也很困难,第一次
捐款总额只有300多美金。虽然有的人才捐了5元10元,但捐出的钱都是要靠辛苦地打工
去赚回来的,而且大部分人都是生平第一次捐款,他们的爱心实在是让人感动。
OCEF从无到有,一路走来靠的就是团队的力量。作为一个完完全全的草根组织,没有大
财团资助,能发展壮大到今天,首先应该感谢的是广大会员的爱心,没有爱心就不会成
事, 大家都是默默无闻地无私奉献,并且长期坚持下来。我们当时的条件不比现在,那
时,没有资金,没有能力,没有经验。当时的会员大部分都是学生,能聚在一起开个会
都非常难得,大家很是兴奋。而且二十年前的互联网不像现在这么发达,我们又主要通
过网络联系,靠的是大家的热心,大家的热情才走到今日。
其次是组织中的核心人物、主要成员的不懈坚持和全身心投入,出现了很多让人感动的
人和事,像梁敢会长等等,很多很多。我曾经听梁敢说,他这辈子很不愿意参加什么会
议啊、组织啊,但是对OCEF却是情有独钟,非常愿意付出。
同时,中国国内的义工网络从九十年代初到现在,队伍不断扩大,甚至不少被资助过的
孩子长大成人以后也成为基金会的义工,这是十分可喜的。国内义工的挑选非常注重于
责任心,要能很好的把OCEF的工作落实下去,把资金用在救助贫困学生就学上,创造更
好的条件和更多的机会。目前国内义工的工作就我了解的还是做得很好的,他们很负责
,很有责任心。
OCEF虽然资金不多,但却是中国乡村教育发展的一个重要的补充。二十年后的今天与当
时我们初创的情形确实有很大不同,我从会长一职中退下之后,虽然没有在基金会承担
具体事务,但我还是会经常利用学术机会,接触中国政府高层,呼吁他们重视教育,重
视贫困生,重视留守儿童的教育。我想OCEF除了原来的助学行动要继续坚持下来,还应
更多的以非政府组织的角度呼吁政府,让他们在教育的均衡发展上做得更好。目前国内
的经济上去了,但有钱了和能否把教育真正做好,这是两回事。
一个成功的基金会,一个能真正帮助越来越多的人的基金会成功的条件应该都是相同的
。我们必须要有良好的口碑,强大的精神和物质力量,还要建设一个团结又有战斗力的
核心团队。现在在美国的华人越来越多,我们应该不断壮大自己的队伍,加强机构筹款
能力,让OCEF每年的资金有一个稳定的基础,这是我们努力的方向。
祝愿OCEF在未来的二十年里年年再上一个台阶,让广大会员和义工的爱心结出更大更好
的果实。

Biography:
Professor Shi, Wenyuan is the sponsor and first president of SOS China
Education Fund, the predecessor of OCEF. He did genetics research at Fudan
University in China in his early years. He went to U.S.A for studying at the
end of 1984, got a Ph.d degree and became the first Chinese as an adjunct
professor at and head of the University of California, Los Angeles, School
of Medicine, Department of Medicine. Although Professor Shi is in USA, he
has been concerned about the development of education in China. He at
present is Changjiang professor in Beijing University, and member of China "
Thousand Talents Program".
In 1992, I just completed a Ph.D for a while. At that time I was very happy.
Although I was thirty at that time, I got my Ph.D degree more relying on
luck and opportunities. Because I met very excellent teachers when I was in
primary school, middle school, and at university. Especially, Mr. Tan,
Jiazhen, the Professor of Genetics in Fudan University, who was the only one
expatriate academician of Academy of Science at that time, appreciated me
very much so he sent me to the USA to study. So I was thinking, there were
lots of children, who were as clever as me, or even brighter than me.
However, they didn’t get opportunities for good education, even facing out
of school. Could we, the lucky person who had chance to go to the USA to
study, do something whatever for domestic children who were facing out of
school due to poverty? In 1992, it happened that internet was open to the
public, jointed everywhere in USA and Canada. In ocean of emerging websites,
there was a website called “CHINA”, on which gathered many overseas
Chinese and people from all walks of life who concerned for the development
of China. After I put my idea on doing something for the poor children in
China via email, I received twenties internet users’ active response in
just two hours. Everyone had same feeling. We began to discuss that what we
could do. Someone suggested that we could consider of donating to China Hope
Project. However, it’s a sensitive time that each had their own views on
current affairs. After several deliberations, we thought we should set up
our own Foundation to operate independently, to ensure that every cent of
donations could be used in helping children in their study. We then made the
rule that the foundation is operated only by volunteers. And these twenties
internet users who were in USA or Canada became the founding members of the
Foundation.
At that time, most members were students just graduated that we didn’t know
what we should do to register a foundation. Fortunately, there was a member
who was a Stanford Law school professor----Mr. McCombs, J.B.. He clear knew
the proceedings of establishing a foundation. Although Professor Combs, J.
B had never been to China, and he knew little about China, he was very
enthusiastic about the charity for students. He then offered his money and
efforts to do the procedures of registration of Foundation.
On Nov-3rd, 1992, SOS China Education Fund was formally established. The
first batch of members were more than 20 people. I was elected as the
Foundation’s first president. The president position later was rotated the
office several time. Many volunteers including Bao, minqi paid a lot for it.
When Mr. Liang, gan took over the position of the president, he did a lot
of work that took the foundation on a new level.
Since 20 years, both foundation and the conditions of China have had great
changes. Although China’s economy is growing quickly, it’s a great pity
that many children, especially, our funding targets still cannot afford
school fee. We once contacted and communicated with School department of the
Communist Youth league. They supported that we operated our foundation, and
appreciated and confirmed that we who studied overseas didn’t forget our
roots, helped out-of-school children that did our part for the development
of education in the motherland. They also contacted related offices of
assisting the impoverished students for us. Although our foundation is small
with little funds, it fully reflects our love and wished that it plays a
very good example, has its spiritual strength that urges the Chinese
government to be more concerned about the spread of education, to create
more education opportunities.
During my tenure, there were a lot of unforgotten people and things that
touched me very much. Our members are abroad but their hearts are in the
motherland. They concern for the education of the children of the motherland
, do selfless contributions. All these are admired. I have different friends
in different circles. I keep close contact with those friends, especially
those whom were met in foundation. I made many friends in foundation, which
is one of the happiness I got from foundation. In foundation, there are not
only Chinese mainland, Hongkong people, Taiwan people, but also American and
people from other countries. At the beginning of foundation, there were
plenty of troubles. We didn’t know even how to do registration. And at that
time the circle of fund-raising was very small. All people were
international students in 80s, 90s that their economy were also very
difficult. The first total contribution was only more than $300. Some of
them donated only $5, $10. However, that money was all earned by their hard
work, and most of the donation were in their first time. Their love is so
moving.
The OCEF going from zero to the present depends on the group’s strength. As
a pure grass-root organization without funded by large consortium, the OCEF
can grow and develop to today, it first of all should be grateful the love
of the majority of member. Without love, we cannot do anything. Everyone
does contribution silently and selflessly, and preserve long-term. Our
condition at that time was much poorer than today. At that time, we didn’t
have fund, abilities, and experiences. Most members were students that it’s
very difficult to get together for a meeting. We were very excited. What
more, the internet in twenty years ago was not so developed as today, while
we contacted mainly via internet that all these had to depend on our
enthusiastic. Only with our enthusiastic, the OCEF can go to today.
The second is the unwavering and giving of the central figure in the
organization, and key members. There were oceans of touching people and
stories. For example, president Liang, gan, and so on. I once heard from
Liang, gan that he was unwilling to take any meetings, organizations; only
for the OCEF, he was willing to give all he could.
At the same time, the team of volunteers network in China has been growing
from the beginning of 90s to today. Even many children who were funded grow
up and become volunteers of the Foundation. It’s very good thing. The
selection of domestic volunteers in China is very focused on the sense of
responsibility. They are asked for realizing the OCEF work, putting the
funds on assisting poor students’ study, to create better conditions and
more opportunities for them. At present, as far as I known, the domestic
volunteers work very well. They are very responsible.
Although there are not many funds in OCEF, it’s an important supplement for
the development of China’s rural education. After two decades, the
situation in today is much different from the one at the beginning. After I
retried from the position of president, although I didn’t take specific
affairs in the Foundation, I often take advantage of academic opportunities
to contact with senior Chinese government, urging them to emphasize on
education, pay attention to poor students, on the education of the left-
behind children. I think, OCEF should not only keep on previous assisting-
study action, but also call more on the government from the perspective of
the NGO to urge them do better on balanced development of education. Now
Chinese economic goes up. However, it’s two different things on whether
they have plenty of money and they do education well.

The conditions for a successful foundation, a foundation which can really
helps more and more people should be the same. We must have a good
reputation, a strong spiritual and material force. Besides, we also need to
build a united and strong core team. Right now, more and more Chinese are in
American. We should continue to strengthen our team, strengthening
institutional fundraising capacity in order to let annual funds of OCEF has
a stable foundation, which is the direction of our efforts.
I wish OCEF goes again to a higher level in the next two decades, to make
the love of our members and volunteers bearing a bigger and better fruit.

的第一手资料。有了他们,基金会的各项工作才得以顺利展开,他们就是基金会的协调
员和在一线工作的义工。
让爱传递
时间过得真快,屈指一算,从我第一次听到OCEF这个名字到现在自己成为OCEF的一员已
经过去5年了。可以说第一次接触OCEF的我是一个旁观者,只是以一个看客的身份体验
受助者的不幸与无助。当我以工作人员的身份参与到这项工作当中去的时候,我发现光
凭借热情和感情是无法做好这项工作的。对于被资助者,OCEF有自己一套完整的标准和
依据,可以让我们更客观也更理性的去对待每一个提出申请的学生,正因为有了这样的
标准,我们在面对种种问题时就有了统一的标准,在不能全面兼顾的前提下,可以公平
公正的去选择更需要帮助的孩子。
转眼之间,我自己从事协调员工作已经2年多了,从第一次的震撼和激动,到现在的理
性和客观,OCEF教会了我该怎样去理解慈善公益事业。帮助他人,是我们今天在做的事
情。让爱传递,我想就是他们明天要做的事情。

frontline, bring informative and valuable first-hand information to
Foundation. With them, the work of the Foundation was able to expand
successfully. They are coordinators of the Foundation, and volunteers

Let love Pass
Time flies fast. Looked back, it’s already 5 years from my first time heard
the name of OCEF, to present that I have been a member of it. You can say
that when I first time contacted the OCEF, I was just a bystander, just
experienced the unfortunate and helpless of recipients as an onlooker. When
I took part in this work as a staff, I found that it couldn’t do the work
well just by enthusiasm and feeling. For recipients, OCEF has its own a
complete set of standard and basis, with which we can treat every student
applicant more objectively and more rationally. With this standard, we have
a uniform standard to face all kinds of problems, and when we are in the
premise of unable to fully take into account, we can select the children who
need help more fair and impartially. Just a moment, I have engaged
coordinator working for more than 2 years. From the first time’s shock and
excitement, to the rational and objective now, OCEF taught me how to
understand the charitable cause. To help others, is the thing we are doing
today. To pass the love, I think, is the thing they are going to do tomorrow
.

我与OCEF的故事
自2004年开始,我有幸接触到了海外中国教育基金会的助学工作。那时,我从部队转业
进教育系统工作不久,这年的暑假,我遇到了海外中国教育基金会派来的第一个监察员
—北京市高级工程师周监察员。他那无私奉献、艰苦朴素和执着顽强的工作精神,深深
地打动了我。从那时起,我一直协助该资助点协调员戴毛香老师的助学工作,无论严寒
酷暑,只要工作需要,我都陪同戴老师进行家访、调查、照相等助学事项。
2008年春季,已退休的戴老师由于身体状况欠佳,并准备随儿迁住外地,临行前,戴老
师把助学的工作重担交给了我。2008年秋,我自愿申请担任了该资助点的协调员。
在我的助学工作中,先后接待了衡山县的邱监察员(2007年)、上海市社科院的曾监察
员(2009年8月)和2011年到本资助点的北京市刘秀监察员(两人)。他们不畏恶劣的
自然气候条件,艰辛地走访受资助的贫困学生家庭和图书资助的边远学校。白天家访调
查,晚上整理调查资料到深夜,但谁也没有被困难压倒。我们都怀着一个共同的心愿:
帮助别人,快乐自己,让海基会的每一分钱用到最贫困的最需要的地方,点亮特困学生
心中的那盏明灯。

My story with OCEF
Since 2004, I fortunately contacted with the financial aid work by the OCEF.
At that time, I just demobilized from the army into the education system
work. In that summer holiday, I met the first auditor assigned by the OCEF--
-- the auditor Zhou, an advanced engineer in Beijing. I was deeply moved by
his selfless dedication, hard work and plain living, as well as persistent
and tenacious spirit. From then on, I have been assisting the coordinator at
the OCEF-aided site, teacher Dai, Maoxiang, in financial aid work. Whether
cold winter or hot summer, as long as the work requires, I accompanied
teacher Dai for all kinds of aid matters such as home visiting, surveying,
taking pictures.
In 2008 spring, due to poor healthy and preparation of moving to the other
place with his son, retired teacher Dai passed the heavy burden of financial
aid work to me before his leaving. In 2008 autumn, I voluntarily applied
for the coordinator of the OCEF-aided site.
During my aid work, I had received the auditor Qiu from Hengshan County (
2007), auditor Zeng from Shanghai Academy of Social Sciences (August 2009),
and auditor Liu xiu (two person) from Beijing who were at this OCEF-aided
site in 2011. They were not afraid of bad natural climatic conditions,
visited the poor families of students and remote book-aided schools
arduously. They had home visiting during the day, stayed up for organizing
the investigation at night. None of them was overwhelmed by the difficulties
. We are all with a common goal: A helpful hand cheers your own heart. Let
every penny from the fund of OCEF is used on the most needed, poorest place,
to light up the lamp in the hearts of the poor students.
