According to a report released by the US Department of Labor\'s Bureau of Labor Statistics, over the year, jobless rates were up in 47 states and the District of Columbia and down in three states. The national unemployment rate rose to 6.1 percent in August, 1.4 percentage points higher than a year earlier.
