关于civic test的问题？
以下问题只需要回答其中一项吗，还是三项都要回答才算正确？第一项和第二项看上去
一样。

* protects basic rights of Americans
下面的问题两项都要答吗？另外，括号里面的(to the Constitution)也要回答吗？
