A few years ago the provincial level branches of the People's Bank of China
were replaced by cross-regional ones with the intention of reducing provincial
interference with the bank's operations. Does anyone know if that move was
effective? I'm asking the question because Beijing is right now planning to
put provincial level disciplinary inspection work force under direct control
of the central government, instead of provincial government. One one hand,
it's such an obvious thing to do, and I wo
