前几天在网上常常看到“沪杭磁悬浮又起争议”之类的话题。仔细看了很多帖子后
，很多情绪激动的网民们都提到了一个焦点：为什么2003年规定的是最低50米距离，现
在却成了22．5米线的距离？还有一些网友直接指责政府的规划在出尔反尔，是“自己
打自己嘴巴”。
但是，昨天又看到相关的话题，焦点有所转移了。
有网友披露说，公布的规划书上写得很清楚：2003年规划时，参照的430KM/h的高
速行驶标准设定了50米距离的。现在的线路速度是200km/h，有些地段还设定为150km/h
，所以规划成了22.5米距离，也不是在“自己打自己嘴巴”。
但马上有大量网友留言说，就算没有自相矛盾，我们还是要距离越远越好，还是不
应该按22.5米的距离规划！

外行要尊重内行没错，但是如果内行是外行怎么办？在个人的经历中，也曾经做过几次
外行的内行，碰到的就不计其数了。碰到一个比较佩服的环保官员，对我发了一通感慨
，“找个懂的人难呀......”。
就拿此次来讲吧，环保局下的辐射所总该有人懂吧。都搞出游行来了，也没有专家出来
解释解释。唉，估摸也有懂的人不愿趟浑水。

Totally agree.
In the US, most big project will have a public relationship componet. Making
sure the public understands what is going on.
The problem in China is the power of the public is very limited. In US, the
law protect the owner of the land, it is very hard for the government to
force the land owner to give the land.
A sewer project I am working on, because one man doesn't want to sell his
land to the government. We have to redisgin the whole thing which add
millions to the construction

I guess he just need to sell you the right of easement not land. In
addition, if this sewer line project is related to public utility line, you
may ask the municipal court to settle down it.

Thank you very much for correcting me. It is the right to use the
underground part of the land. The argument for the owner is that the pipe
underneath will affect the productivity of the farm land, most of the time
they just want more money. But for this case, just because someone offended
him, and he didn't want to make it easy for everyone.
And believe me, the thing the government didn't want to do most in US is to
sue a civilian. Unlike China, government officials are elected by the people
,
