I think it's synonymous with patent agents.

好象不太一样。一般technical specialist 的title 是给有理工科学位
但是还没有通过patent bar exam的人的。等到考试通过以后可以
成为patent agent.
我听说technical/technology specialist 的position相对比较少一些。
