i think you misunsterstood him:
The company pays consulting firm $84 and consulting firm pays the guy $42;
that's normal.
Consulting firms are differnt with recruiters. recuiters earn an one time
fee for a job and consulting firms earn month by month.

请问是不是只要猎头发了你的简历到公司的一个职位，不管最后你拿到的offer是不是

NJ, PA這幾個區域已經有很多華人獵頭了, 他們consultant position拿的佣金比例不
高, 30%of the hrly rate應該都算高了. 如果你經驗不錯市場行情好的話(5-6年經驗
找consultant job 應該就非常容易), 那很容易就跟獵頭討價還價把自己的實拿rate提
上去 (80-85% for yourself)...還聽過就意思意思拿個$10的(out of $100 per hr).

25%是低的，我有个朋友做猎头，一般拿到的是50%，高的75%,100%都有过。
