I am in the process of refi and locked my rate a while back. Now that the
rate has lowered further, I am looking at options to take advantage of the
new rate. What prevents me to go a different lender? I will be out the
appraisal fee, that I know. Am I liable for the processing/attorney fee if
I don't close with the existing application?
I did read through the rate-lock agreement and frankly came out more
confused than before.

appraisal fee and credit report fee are the only thing you will lose, but if
you switch, it's not good to the broker/agent. why not just close and wait
for a few month to do refi again.
Rate may go even lower after switch and lock.
And if you switch, you can't lock with the same lender.

你损失的是appraisal的费用,其它的费用都是close的时候才会产生的。但是就像楼上
说的,换lender对贷款公司不好。

这和买房换买房经纪人差不多。看了N多房子,然后告诉经纪人YOU ARE FIRED.

Yes. I recognize that as well. I have tried to work w/ the current lender
to see if they are willing to close the gap. They asked basically for 2pt
in fees to get to the same rate between. I am willing to split that with
them, but they are not bulging so far.
Regarding refi again, the overall fee is roughly 1.5pt around here. So it
is not impossible, but not that easy.
Regardless, thanks a lot for sharing the info and suggestion.
