伊拉克前总理：广大发展中国家将受益于中国式现代化

The 20th National Congress of the Communist Party of China made a number of very significant decisions, including electing Xi Jinping as the general secretary of the CPC Central Committee again, which will affect not only China but the entire world. The congress also decided to more resolutely carry out development programs and take measures to overcome both existing and new obstacles.

中国共产党第二十次全国代表大会作出重大决策部署，将对中国乃至全世界产生深远影响，其中包括习近平再次当选中共中央总书记。中共二十大还致力于更加坚定地推动发展，并采取各项举措应对当前和未来面临的挑战。

The decisions were taken to promote China's development, benefit its citizens and facilitate national reunification. The aim is also to build a new global order, free of unipolarity.

中共二十大作出的重大部署旨在促进中国发展、造福中国人民、推进国家统一，同时还要推动构建一个多极化的全球新秩序。

One can say that a new world is emerging as the old one disintegrates. This is a historical process that has been going on for centuries but has recently acquired distinct and significant dimensions.

随着旧的世界秩序土崩瓦解，新的秩序正在逐步形成，这一历史进程已经绵延数个世纪，但近期又遇到了一些重大而又独特的问题。

China and India were the richest, most civilized, and largest trading countries in terms of their markets and products, when Western colonial powers started their international campaigns in the 16th century. As a result, China and India became the poorest and most fractured countries at the start of the 20th century, which led the German-American thinker Andre Gunder Frank (1929-2005) to say that colonialism has made even the richest country poor.

当西方殖民者在16世纪开始进行海外掠夺时，就市场和产品而言，中国和印度都是最富有、最文明和最大的贸易国家。然而，到了20世纪初，中国和印度都沦为贫困、分裂的国家。正如已故德裔美国思想家安德烈·冈德·弗兰克所指出的，殖民主义甚至能让最富有的国家变得一贫如洗。

The influx of people from developing countries to developed countries marked the start of the forceful transfer of values and wealth. Numerous intellectuals, including Charles Bettelheim, Immanuel Wallerstein, François Pallu and Samir Amin, have described its mechanisms.

With a system of uneven accumulation of wealth, unequal exchanges and monopoly, the West legitimized pillage and conquest. That caused great poverty in one set of countries while promoting affluence in another.

欧洲最初凭借军事实力、海上力量征服其他国家。在一个财富积累不遵循规则、交换不平等以及垄断的制度下，西方将掠夺和征服正当化。这就导致一些国家陷入贫困，而另一些国家却由此暴富。

The announcement of the Belt and Road Initiative, which aims to improve connectivity between countries, economies and communities, was not unexpected, because it is aimed at helping resolve global issues, such as poverty eradication and promoting inclusive development. The colonial powers tore the world apart and usurped developing countries' wealth to establish a modern, developed core surrounded by the ruins of impoverished and fractured nations.

中国提出“一带一路”倡议与西方的这些做法正好相反。该倡议旨在改善各国、各经济体、各区域间的互联互通，并致力于解决全球难题，比如消除贫困、促进包容性增长。与之形成鲜明对比的是，一些强权国家分裂世界，掠夺发展中国家的财富。

On the other hand, the Belt and Road Initiative is an inclusive development program for long-term mutual benefit. The initiative seeks to trigger a renaissance marked by material and spiritual progress and mutual benefit. When the water rises in one place, it does so everywhere; similarly, when one region advances, so do others. In contrast, however, the past saw the Global South suffer while the Global North gained material wealth.

另一方面，“一带一路”倡议是一项长期互惠互利的包容性发展计划。该倡议旨在实现伟大复兴，不仅致力于物质和精神层面的提升，也要促进互惠互利。一般说来，高处水满，低处有水。同样的，一个地区进步了，其他地区也会进步。

Together with our Chinese friends, we tried to seize this historic opportunity of development in Iraq.

China has extensive expertise in both domestic and international reconstruction projects. It is familiar with the difficulties associated with reconstruction in a country like Iraq. For this reason, the two countries have signed a number of agreements and carried out several projects.

中国在国内国际建设项目中积累了大量专业知识，对伊拉克这类国家面临的重建困难了如指掌。基于此，中国同伊拉克签署了一系列协议，并推进了若干项目。

As a result, Iraq offered integrated development components, including planning, financing, execution and monitoring. Work has started in accordance with this agreement, and many projects are being carried out, including the construction of schools, airports, power plants and other structures.

伊拉克推动全方位发展，包括规划、筹资、执行和监测。根据双方达成的协议，多项工作已经展开，多个项目正在推进，包括学校、机场、发电厂和其他设施的建设。

Iraqi officials will pursue more ambitious initiatives in the future, such as those involving mega-infrastructure, job creation, and production of surplus values.

China and Iraq have had close ties for many years. Today, relations between Iraq and China are strengthening. Iraq aspires to join the Shanghai Cooperation Organization.

Besides, many Chinese enterprises are working in Iraq, while Iraqi business people and traders have helped China and Iraq deepen their economic and cultural relations.

此外，多家中国企业在伊拉克开展业务，而伊拉克商人也对两国深化经济文化合作起到重要推动作用。

We are confident that cooperation between Iraq and China will deepen, and exchanges between the Iraqi and Chinese people expand due to Iraq's decision to look East.

我们相信，随着伊拉克推行“向东看”战略，伊拉克与中国必将深化合作，两国民众也将扩大交流。
