12月11日至12日,负责东亚与太平洋事务的助理国务卿丹尼尔•克里滕布林克(Daniel Kritenbrink)、国家安全委员会中国与台湾事务高级主任劳拉•罗森伯格(Laura Rosenberger),以及负责中国与台湾事务的副助理国务卿华自强(Rick Waters)与中华人民共和国(PRC)外交部副部长谢锋在中国廊坊举行了会晤。
本次会谈是我们与中华人民共和国一系列交往中的最新一步,也是我们一直以来与中华人民共和国外交的一部分。
12月11至12日的磋商是对11月14日拜登总统和习近平主席在巴厘岛G20峰会期间举行的场边会晤的跟进。双方还讨论了布林肯国务卿2023年初访问中华人民共和国的准备事宜。
作为负责任地管理竞争的举措,助理国务卿丹尼尔•克里滕布林克和高级主任劳拉•罗森伯强调了为双边关系托底的重要性,从而确保美国和中国负责任地保持开放的沟通渠道并负责任地管理竞争。他们强调了必须避免竞争转变为冲突。
会谈是坦诚且有实质性的。助理国务卿克里滕布林克和高级主任罗森伯格清楚表明美国将继续激烈地竞争,维护美国利益和价值观,捍卫基于规则的国际秩序并与盟友和伙伴进行密切的协调。他们还强调,让在中国被非法拘押或是受到离境禁令限制的美国公民回家是总统的一项个人优先要务。
双方就关键的地区和全球议题交换了意见,包括俄罗斯对乌克兰的入侵以及朝鲜民主主义人民共和国对韩朝半岛的地区安全造成的威胁。
双方还探索了在我们利益相交的领域可能开展的合作,这些领域包括诸如气候变化、卫生健康安全、全球宏观经济稳定以及全球粮食安全这些跨国挑战。
在双方于中国廊坊的会晤之后,助理国务卿克里滕布林克和高级主任罗森伯格于12月12日至14日前往大韩民国的首尔以及日本的东京,就一系列地区和双边议题展开磋商。

Assistant Secretary Dan Kritenbrink, National Security Council Senior Director for China and Taiwan Laura Rosenberger, and U.S. Deputy Assistant Secretary of State for China and Taiwan Rick Waters met with People’s Republic of China (PRC) Vice Foreign Minister Xie Feng in Langfang, China on December 11-12.
The discussions are the latest in a series of engagements and part of our ongoing diplomacy with the PRC.
The December 11-12 consultations were held following President Biden’s meeting with President Xi Jinping on November 14 on the margins of the G20 in Bali. They also discussed preparations for Secretary Blinken’s early 2023 visit to the PRC.
As part of managing competition responsibly, Assistant Secretary Kritenbrink and Senior Director Rosenberger emphasized the importance of setting a floor under the bilateral relationship, to ensure that the United States and China responsibly maintain open lines of communication and manage the competition responsibly. They emphasized that competition must not veer into conflict.
The talks were candid and substantive. Assistant Secretary Kritenbrink and Senior Director Rosenberger made clear that the United States would continue to compete vigorously, stand up for U.S. interests and values, defend the rules-based international order, and coordinate closely with allies and partners. They also emphasized that bringing home U.S. citizens who are wrongfully detained or subject to exit bans in China is a personal priority for the President.
They exchanged views on key regional and global issues, including Russia’s aggression in Ukraine and DPRK threats to regional security on the Korean peninsula.
They also explored possible cooperation in areas where our interests intersect, including transnational challenges such as climate change, health security, global macroeconomic stability, and global food security.
After their meetings in Langfang, China, Assistant Secretary Kritenbrink and Senior Director Rosenberger traveled to Seoul, the Republic of Korea and Tokyo, Japan for consultations on a range of regional and bilateral issues from December 12-14.
