美国众议院议长宣布对拜登“受贿”展开弹劾调查，拜登会成为第四位被弹劾的美国总统？（附视频&演讲稿）
刚从印度参加完G20会议的美国总统拜登，面临“后院失火”。当地时间9月12日，美国众议院议长、共和党人麦卡锡宣布，他呼吁对拜登展开正式弹劾调查，指控拜登通过儿子亨特·拜登在海外商业交易中非法获利数百万美元，拜登收受贿赂等。
这位来自加州的共和党人麦卡锡在国会山办公室外发表讲话时表示：“众议院迄今为止的调查描绘了拜登家族的腐败文化，这些指控围绕着总统滥用权力、妨碍司法和腐败。”
麦卡锡还表示：“如果你看看我们迄今为止掌握的全部信息，你将不得不进行弹劾调查，这是很自然的一步。”
按照美国法律，众议院弹劾是罢免总统正式程序的第一步。一旦正式开始调查，需要众议院的过半投票才能交由美国参议院审判，而参议院则需要三分之二多数才能定罪和罢免。美媒报道称，即使拜登在众议院遭到弹劾，他也不大可能被民主党控制的参议院罢免。
目前，共和党掌握众议院多数席位，这对拜登政府来说不是好消息，因为共和党掌握更多票数，一旦弹劾案开始进行表决，就意味着在众议院获得通过的可能性极大，而这将对拜登政府执政乃至明年的选举不利。
此前，美国前总统特朗普曾两次被弹劾。2019年是因为乌克兰问题，2021年是因为美国国会山骚乱事件，但两次均被参议院宣判无罪。如果拜登正式面临弹劾调查，他将会成为美国历史上第四位被弹劾的总统。但目前，众议院还未启动正式的弹劾投票程序，麦卡锡表示，将在后续的闭门听证会中推进此事。

You know, in the months that we were gone and the weeks, House Republicans have uncovered serious and credible allegations into President Biden's conduct.
Taken together, these allegations paint a picture of a culture of corruption.
Now, here's what we know so far.
Through our investigations, we have found that President Biden did lie to the American people about his own knowledge of his family's foreign business dealings.
Eye witnesses have testified that the president joined on multiple phone calls and had multiple interactions.
Dinners resulted in cars and millions of dollars into his son's and his son's business partners.
We know that bank records show that nearly $20 million in payments were directed to the Biden family members and associates through various shell companies.
The Treasury Department alone has more than 150 transactions involving the Biden family and other business associates that were flagged as suspicious activity by US banks.
Even a trusted FBI informant has alleged a bribe to the Biden family.
Biden used his official office to coordinate with Hunter Biden's business partners about Hunter's role in Burisma, a Ukrainian energy company.
Finally, despite these serious allegations, it appears that the president's family has been offered special treatment by Biden's own administration -- treatment that not otherwise would have received if they were not related to the president.
These are allegations of abuse of power, obstruction, and corruption, and they warrant further investigation by the House of Representatives.
That's why today, I am directing our House committee to open a formal impeachment inquiry into President Joe Biden.
This logical next step will give our committees the full power to gather all the facts and answers for the American public.
That's exactly what we want to know -- the answers.
I believe the president would want to answer these questions and allegations as well.
This effort will be led by Chairman James Comer of the Committee on Oversight and Coordination with Chairman Jim Jordan for Judiciary Committee and Chairman Jason Smith on Ways and Means.
Now, I do not make this decision lightly.
And regardless of your party or who you voted for, these facts should concern all Americans.
The American people deserve to know that the public offices are not for sale and that the federal government is not being used to cover up the actions of a politically-associated family.
Now, I would encourage the president and his team to fully cooperate with this investigation in the interests of transparency.
We are committed to getting the answers for the American public -- nothing more, nothing less.
We will go wherever the evidence takes us.

这也让一些分析认为，对拜登的弹劾，是一次“报复”——首先是对特朗普连续受到四次刑事指控的反击。其次，也是报当年弹劾共和党总统的一箭之仇，虽然可能不会成功，但是得告诉外界，民主党的总统也不比共和党的强。
事实上，2024年的大选才是两党要争夺的终极目标。
如今，美国即将开始大选季，需要分心去解决弹劾问题，无疑是会拉低拜登的选举能力，也可能会对拜登的声誉造成打击。一旦被正式启动弹劾程序，国会共和党人将通过独立调查、召开听证会等各种手段，对拜登及其家族的行为进行全方位审查，就会有更多不利选情的信息曝光，对拜登连任将带来相当大的杀伤力。
所以，民主党必将采取措施加以应对，比如加紧起诉筹备参选的特朗普。如今，特朗普面临多项指控，被民主党和特朗普本人认为是“政治报复”，特别是，美国联邦地区法院上月底宣布，将对特朗普涉嫌试图推翻2020年总统大选结果的刑事审理时间定于明年3月4日，而第二天便是“超级星期二”——民主党和共和党将在这一天在多州进行总统大选的初选。
据路透社、CNN等媒体报道，3月5日“超级星期二”可能是共和党总统提名竞争中决定性的一天，包括亚拉巴马州、加利福尼亚州、缅因州等美国十多个州都将在这一天举行大选初选。不过，有分析认为，这一庭审时间未必会动摇特朗普目前在共和党内的压倒性优势。
对特朗普来说，至少目前形势对他比较有利。特朗普目前在各项民调中领先其党内竞争对手德·桑蒂斯，大概率会代表共和党参加大选。作为前总统，特朗普曾两次被民主党人启动弹劾。如果拜登被弹劾调查，将在很大程度上抵消特朗普被弹劾而背负的“污点”效应。
而且，拜登自身要面对的问题更是一团乱——本月底，美国政府可能出现停摆，意见出现分歧的国会正努力就预算延期达成一致；本周晚些时候，福特、通用汽车和斯特兰蒂斯的工人可能举行罢工，这对“亲工会”的拜登来说，也不是好消息。
所以，此番美国两党之争才刚刚开始。
