联合国秘书长古特雷斯在为9月15日“国际民主日Opens in new window”发表的致辞中强调，要重点关注儿童和年轻人在捍卫当前及未来民主方面的重要作用。他还呼吁，“让我们这几代人携手合作，齐心协力，为所有人构建一个更加公正的世界”。

古特雷斯表示，民主、法治以及对人权的尊重是构建有韧性、包容与和平社会的基石，这些基石能够保障自由，推动可持续发展，保护每个人的尊严和权利。

Democracy, the rule of law, and respect for human rights are bedrocks of resilient, inclusive, and peaceful societies. They underwrite freedom, advance sustainable development, and protect the dignity and rights of every person.

民主、法治和对人权的尊重是构建有韧性、包容、和平社会的基石。这些基石能够保障自由，推动可持续发展，保护每个人的尊严和权利。

On the International Day of Democracy, we celebrate its promise to societies – and recognize the many threats it faces at this time of tension and turmoil. The walls are closing in on civic spaces. Mis- and disinformation is poisoning public discourse, polarizing communities, and eroding trust in institutions.

值此国际民主日之际，我们颂扬民主为社会带来的希望，并承认在这个充满紧张和动荡的时期，民主正面临着许多威胁。公民空间不断受到挤压。错误信息和虚假信息正在污染公共话语，造成社区两级分化，削弱民众对机构的信任。

This year’s theme – “Empowering the Next Generation” – focuses on the essential role of children and young people in safeguarding democracy today and in the future. It is not enough to listen to children and young people. We must support them with massive investments in education, skills-building, and lifelong learning.

今年的主题是“增强下一代的权能”，重点关注儿童和年轻人在捍卫当前和未来民主方面的重要作用。仅仅倾听儿童和年轻人的意见是不够的。我们必须通过对教育、技能培养和终身学习的大规模投资，为他们提供支持。

We must protect human rights and advance gender equality. And we must expand the meaningful participation of young people in decision-making processes at every level. On this important day, let us join hands across generations and work as one to build a more just world for all.

我们必须保护人权，推进性别平等。我们必须扩大年轻人在各级决策过程中的切实参与。在这个重要的日子里，让我们这几代人携手合作，齐心协力，为所有人构建一个更加公正的世界。

2022年国际民主日致辞

Today marks the 15th anniversary of the International Day of Democracy.

今天是国际民主日设立15周年。

Yet across the world, democracy is backsliding.

然而，世界各地的民主状况正在倒退。

Civic space is shrinking.

公共空间正在缩小。

Distrust and disinformation are growing.

互不信任与虚假信息正在蔓延。

And polarization is undermining democratic institutions.

极端化现象正在破坏民主体制。

Now is the time to raise the alarm.

是时候敲响警钟了。

Now is the time to reaffirm that democracy, development, and human rights are interdependent and mutually reinforcing.

是时候重申下述事实了：民主、发展、人权是相互依存、相辅相成的。

Now is the time to stand up for the democratic principles of equality, inclusion, and solidarity.

是时候捍卫平等、包容、团结这些民主原则了。

And stand with those who strive to secure the rule of law and promote the full participation in decision-making.

是时候与努力实行法治、促进充分参与决策的人们站在一起了。

This year, we focus on a cornerstone of democratic societies – free, independent, and pluralistic media.

今年国际民主日的主题是自由、独立、多元化的媒体这个民主社会的基石。

Attempts to silence journalists are growing more brazen by the day – from verbal assault to online surveillance and legal harassment – especially against women journalists.

有人日益肆无忌惮地强迫记者封口，手段包括口头攻击、在线监视、法律骚扰等等，女记者在这方面首当其冲。

Media workers face censorship, detention, physical violence, and even killings – often with impunity.

媒体工作者遭受禁言、拘留、人身暴力，甚至被杀戮，而肇事者往往不受惩罚。

Such dark paths inevitably lead to instability, injustice and worse.

这些黑道手法必然导致不稳定、不公正，甚至带来更糟的情况。

Without a free press, democracy cannot survive. Without freedom of expression, there is no freedom.

没有新闻自由，民主就无法生存。没有表达自由，就谈不上自由。

On Democracy Day and every day, let us join forces to secure freedom and protect the rights of all people, everywhere.

在国际民主日，也在每一天，让我们携起手来，为全世界所有人保障自由、捍卫权利。
