9月28日,山东省教育厅内设机构——省语言文字工作委员会办公室对这个问题进行了回复:根据汉语拼音方案,单韵母o可以参考“喔”的发音。
The Shandong Provincial Language and Writing Work Committee Office recently responded to a netizen's inquiry on the pronunciation of the Pinyin "o" on the website of the Provincial Department of Education.
They suggested that the single vowel "o" can be pronounced similarly to the sound of "喔" (ō) in Chinese.

The response states that "o" as a single vowel is a high back rounded vowel in terms of tongue position and pronunciation method. To pronounce it, round your lips while retracting the back of your tongue, with the tongue positioned somewhat high.
The pronunciation of the single vowel "o" can be likened to the sound of "喔" (ō). However, it's important to note that "喔" has multiple pronunciations, so those seeking clarification can search "喔" on Baidu and click on the second Pinyin "ō" to listen to the pronunciation.
