your question is pretty hard to answer becuase presumably the one can answer
your question should have exposure to finance, cs, and ee phd applications,
which is very rare. but what i can say about phd in finance application is
that it is really very hard: about 2-4% acceptance rate in tire 1 and tire 2
programs. once you get in, 4-5 full financial support is guaranteed.
typically, there is no "admission". that is also the reason why it is very
hard to get in.

you can try. you probably need to emphasize your quantatitive skills and
background since economic intuition is not your advantage. again, chance is
still pretty low and random for everybody unless some really niu guys with
superior background.

不晓得ee&cs phd到底有多难读
但是我觉得finance是很难读，就光是看paper就购痛苦的了

不管你申请什么，先感兴趣再说。毕竟一下投入5，6年的时间，也可能一辈子得干这个

There is always possibilities, but you need to know some finance professor
to write you recommendations. You also need to demonstrate why you are
interested in finance.
