去年写了一篇文章，觉得质量不是很好，就在1月份投到一个不怎么样的journal去了（
applied economics）。今天突然想起来好久没有消息了。就发信询问状态。几小时后
就回信把我据了，附了一份很positive的referee report。另一份report他们还没收到
。据的理由是“Although some of the comments may be favourable, the
competition for space in the journal is high”。觉得这个editor不是很decent。
为什么要耽误我半年时间和100美元submission fee？既然他自己开始就看不上，为什
么不summarily ejected？郁闷啊。

Let it go.
What happened to me was the referee told the editor s/he was not able to
write an report because of some personal issue, then the editor rejected my
paper for the reason that the paper does not fit the readership of the
journal. I paid more than $200.

1. Although Applied Economics is a top journal, it is a pretty good B
journal with good citations. The editor, Mark Taylor, is a top economist.
2. They probably handle over 1000 submissions a year and publish 300 of them
, and the turnover is slow. Under review for over 6 month, probably a year,
is not rare. And usually they don't respond to email inquiry.
I think the editor did not like the paper, although the referee is positive
(probably recommend major revision)
