budget cut... 同意楼上，不要modular了。cut完了揭不开锅。

It's not about you use modular or not. In my institute, essentially every
early investigator's R01 gets cut to the level of modular, no matter what
request.

看研究所吧，有的所像NIAID从来不cut，除非study section有concern。新pi还是不要
太greedy，大概35万之内应该问题不大，有或者cut点总比没有强。Establish之后
budget一般问题不大，不过超过40-45万，一般reviewer会take extra caution。鸡蛋
里挑骨头的几率会增加

read your NOA, you should find the justification for the (administrative)
cut. Administrative cut is normal in many institutions, but a 30% cut is
unusual.
if the cut is significant, you can call your PO, and tell PO that you can't
do the research with the awarded budget (if that is indeed the case), and
request to cut your aims. this gives you an opportunity to put the removed
aims to your future proposal or the renewal.
