The petitioner has provided:

This criterion has not been met becuase the evidence submitted does not show
that the beneficiary's contributions are considered to be of major
significance in the field of endeavor. The published journal articles
establish that the petitioner has made original contributions to the field.
However, she has not established that her original contributions are of
major significance. The petitioner has submitted evidence that she
constructed a mathematical model for describing certain phenomena, although
one of her reference letter describe this "may provide new insight into
this phenomena". Initial promising results are not evidence of contributions
that are already recognized as having a major significance in the field.
Further the record fails to establish that other researchers began using her
model rather than the traditional models. She also submitted evidence that
she constructed a large database and indicated that it is accurate and
informative for describing the related phenomena. Another referred professor
writes that the database will have a profound importance in the study of
the related phenomena. However, the record lacks evidence of other
scientists or institutions which have began to use her database. To assist
in determining whether her contributions are original and OF MAJOR
significance in the field, the petitioner may submit:
(1) Objective documentary evidence of the significance of her contribution
to the field;
(2) Documentary evidence that people throught the fild currently consider
the beneficiary's work important.
(3) Testimony and/or support letters from experts which discuss the
beneficairy's contributions of major significance;
(4) Evidence that the beneficiary's major significant contributions has
provoked widespead publich commentary in the field or has been widely cited;
and
(5) Evidence of the beneficiary's work being implemented by others. Possible
evidence may include but is not limited to
(5-1) Contracts with companies using the beneficairy's products;
(5-2) Licensed technology being used by others;
(5-3) Patents currently being utilized an shown to be significant to the
field.
Note: letters and testimonies, if submitted, must provide as much detail as
possible about hte beneficairy's contribution and must explain, in details,
how the contribution was original (not merely replicating the work of others
) and how the contributions were of "major " significance. General
statements regarding the importance of the endeavors which are not supported
by documentary evidence are insufficient.
Additionally, meeting the minimum regulatory criteria outlined above, along
will not establish eligibility for the E11 immigrant classification. Any
evidence submitted in response to this request, should also articulate how
the evidence establishes that the beneficiary possesses the required high
level of expertise for the E11 immigrant classification.
