That's really depends on what kind of sex hormone (Estrogen, progesterone or Testosterone) and when the reduced level occur(in utero? prenatal? pubertal ? during pregnancy?) Besides, sometimes it is ratio of two sex hormones (e.g Estrogen/ progesterone) that determines the fertility Your question is too general to answer Yet your assumption might be right in nature.

The hormone change during early pregnancy in mouse can be found in the link: http://www.nature.com/nrg/journal/v7/n3/box/nrg1808_BX2.html E2, FSH, LH is important for ovulation during proestrus (before ovulation) and early luteinization (around ovulation). What is your phenotype? more oocytes released during ovulation??? More litters? More implantation Sites? More body weight after birth? Less absorption sites during pregnancy? More easily to get plug??? All these might be due to various factors and they might NOT indicate enhanced fertility.~~!
