短期签证如旅游，不行。
否则个个都能把亲戚朋友的孩子送来上公立了。

I only agree that two parents come with the kid together.
One parent and the kid coming is not good.
1) a daughter and a mother
if they live in some foster family, they may get raped both.
2) a daughter and a father
father cannot help the daughter sometimes
3) a son and a father
