朱迪思•“朱迪”•休曼(Judith “Judy” Heumann)是残障人界内一位国际公认的领袖,以及一名残障人公民权利的终身拥护者。她于2023年3月4日在华盛顿D.C.去世。
布林肯国务卿在推特上表示:“我与世界各地的许多人共同哀悼朱迪思·休曼(Judith Heumann)的逝世。她是民权与残障人权利的偶像、美国国务院里的先驱,也是备受敬爱的同事。在朱迪的不懈努力下,她留下了一个对所有人都更加共融的世界。”
朱迪• 休曼1947年出生于宾夕法尼亚州费城,在纽约布鲁克林长大。她在两岁时得了小儿麻痹症,一生大部分时间都以轮椅代步。
自2010年6月到2017年1月,休曼女士曾担任美国国务院负责国际残障人权利的特别顾问。她此前担任华盛顿D.C.残障人服务部门的主任,负责发展残障人管理和康复服务管理。
自2002至2006年,休曼女士在世界银行担任该机构史上首位残障和发展顾问。
自1993至2001年,她在克林顿政府的教育部担任特殊教育和康复服务办公室的助理国务卿。
休曼女士一生致力于残障相关的国际领域。她与世界各地的残障人组织和政府合作,推进残障人权利。
她曾数次访问中国。在1995年,她作为美国代表参加了在中国北京举行的联合国第四次世界妇女大会。

Judith “Judy” Heumann, an internationally recognized leader in the disability community and a lifelong civil rights advocate for disadvantaged people, passed away in Washington, D.C. on March 4, 2023.
Secretary Blinken said on Twitter, "I join so many around the world in mourning the passing of Judith Heumann, a civil rights and disability rights icon, a pioneer within the State Department, and a beloved colleague. Judy leaves behind a world that—because of her relentless efforts—is more inclusive for all."
Judy Heumann was born in 1947 in Philadelphia, Pennsylvania, and raised in Brooklyn, New York. She contracted polio at age two, and used a wheelchair most of her life.
From June 2010 to January 2017, Ms. Heumann served as the Special Advisor for International Disability Rights at the U.S. Department of State. Before that, she served as the Director for the Department on Disability Services for the District of Columbia, where she was responsible for the Developmental Disability Administration and the Rehabilitation Services Administration.
From June 2002 to 2006, Ms. Heumann served as the World Bank's first-ever Adviser on Disability and Development.
From 1993 to 2001, she served in the then President Clinton Administration as the Assistant Secretary for the Office of Special Education and Rehabilitative Services in the Department of Education.
During her lifetime, Ms. Heumann was deeply involved on the international front, working with disabled people’s organizations and with governments around the world to advance the human rights of disabled people.
She visited China several times. In 1995, she was a U.S. delegate to the Fourth United Nations World Conference on Women in Beijing, China.
