联合国建议:禁止在校园内使用智能手机
据外媒报道,联合国教科文组织(UNESCO)发布的2023年《全球教育监测报告》建议,全球应禁止在学校使用智能手机。

教科文组织26日发布的最新报告称,学生成绩下降与过度使用手机有关。
有证据显示,疫情期间,全球超过10亿学生从线下学习转为线上,数百万贫困学生因为不能上网而无法接受教育。教科文组织认为,教育政策的制定者不能忽视教育的“社会性”,即数字技术永远无法取代师生之间面对面交流。
Evidence shows that more than 1 billion students worldwide have switched from offline learning to online learning during the COVID-19 period, and millions of poor students are unable to access education due to poor Internet access.
Education policymakers mustn't lose sight of the "social" nature of education, which means that digital technologies can never replace face-to-face communication between teachers and students.
教科文组织呼吁教育系统应始终确保以学习者的利益为中心,合理利用数字技术来支持基于人际互动的教育,而不是取代人际互动。据调查统计,法国已在2018年禁止学生在校使用手机,荷兰预计2024年采取手机禁令,英国则针对性地限制学生在校使用手机。
教科文组织还表示,数字技术对学习成果和效率的积极影响被夸大了。
技术的应用确实可以在某些情况下改善学习效果,但有证据显示,如果过度运用技术或缺乏合格教师监管,技术对于教育并无裨益。例如,若仅向学生提供电脑,但教学过程中没有教师参与,这并不能提高学习成效。该报告敦促教育政策制定者,不要想也不想就“拥抱数字技术”。
UNESCO also indicated that it has been overstated the positive impact of digital technologies on study outcomes and efficiency. The use of technology can improve education in some cases, but the evidence shows that technology does not benefit much if it is overused or without qualified teacher supervision.
For example, providing computers to students without teachers' involvement in the teaching process simply do not improve learning outcomes totally. The report urges education policymakers never "embrace digital technology without thinking about it."
《全球教育监测报告》自2002年起由教科文组织发布,旨在监测和发布可持续发展目标中的教育进展情况,以协助确保所有相关合作伙伴履行承诺。
