父母上次持同一签证入境了两次，中间回国逗留了将近两个月，在美国两次一共呆了11
个半月。这次回国要呆多久后再申请签证才比较稳妥呢？
他们3月初回国的，上次签证在12月中就要失效满一年了，如果能在那之前申请签证的
话可以使用中信银行免面签服务，应该简单一些。只是不知道成功率大不大。
请各位给点意见。谢谢！

父母在国内，想给他们办加拿大签证。他们已经有美国签证了。想问是否要说明是我代
他们填的表？看到有个表格是use of a family member representative for online
application的。

I heard from a colleague today. Election result is in, Republican made large inroads. My prediction is they will probably take presidency in two years.
They proposed 20% cut to NSF and 10% cut to NIH for next year.
The compromise number is likely to be around 5% for initial year.

只要是合法入境和停留，应该没有问题。
符合免面试条件，当然要先试免面试。当然也听说有符合免面试的还要求面试的，不过
应该概率很小。即使要求面试，出示所有材料证明一切都是合法的入境和停留也没有道
理不通过。

Maybe I am cynical. The first thing should be cut is the intramural
research at NIH. The extramural funding is 76k/person year, the direct cost
is less than 50k. The intramural one is 500k/person year.
But in reality, the intramural research is the last thing which can be touched.

No, the picture in England is far bleaker.
I won't be surprised if they get a 30% cut in England next year.
Germany and Switzerland are the bright spots now.

Well, I am also worried about Chinese funding for science over long term,
because I think China will sink with the rest of world eventually in this
economic downturn which I think will last well over a decade, but I think it
's safe for next 3-5 years.
Seriously, I would like to encourage people who are qualified to consider
Tsinghua. It's not heaven, but your future will likely to be brighter than
if you stayed in US.

Actually it's not good for financial services either.
Financial people back Democrats, that's why Obama hasn't really touched wall
street in any real way.
The Republicans are backed by oil money. I think we can probably kiss byebye
to global warming laws now. We will all die in 50 years becasue of that
anyway, why worry about anything, haha. :)

yes, germany and switzerland,
and uk has UCL, which is way better than most US institutions in cellular
and systems neuroscience.

European now has good system to support both big bull and young investigater
...ERC grant is a good example..
Also a lot of bio-tech company support basic and translational research in
University....the salary of scientist is really high...(Switzerland postdoc
,s salary is almost two fold of the US..)
maybe that is why some of the big shot left US for Singapore or Europe...
(Gil Laurent,Doug Hanahan....also I heard Frank Mckeon will soon move to
France or already?)

Switzerland has strong support for translational research,
but not basic biology research.

本土早就说过，做生物的就象农民。如果你只是小农一个，土里刨食的，这产品再怎么
畅销，好处也和你无缘。能够做到富农或者地主，那才有点关系。

前不久听一个采访，某华女pi说前几年申不到钱差点回国
后来她进了hhmi，又有一两个r01，
可最近她做的工作实在江河日下，不堪入目，基本上是东抄西借
所以我的顾虑是，研究经费的宽裕可以导致很多平庸的研究，平庸的pi，然后后面跟着
一捆一捆trainee浪费宝贵青春

同意啊，别的先不说，瑞士就是每年SNSF和NCCR的钱就是大把大把的往外撒啊（相对这
么小的国家），撒钱的规模已经不小了。
而且NCCR里面很多项目可以连续资助超过10年的。。。
你再看看SNSF的博后和教授工资级别。。。
说瑞士不投钱给基础研究我是不太同意的。。至少我了解的情况还好

On Wednesday, July 13, the U.S. House of Representatives Committee on Approp
riations marked up the FY 2012 Commerce, Justice, Science, and Related Agenc
ies Appropriations Bill (CJS) and provided $6.9 billion for the National Sci
ence Foundation (NSF). The Committee held NSF's budget flat relative to the
FY 2011 enacted level, but changed the appropriated levels for three of NSF'
s six accounts.
The Research and Related Activities (R&RA) account received $5.6 billion. Th
is change is roughly a 1 percent ($43 million) increase over the FY 2011 ena
cted level and a 10 percent ($647 million) decrease below President Obama's
budget request. The Education and Human Resources (EHR) account is funded at
$835 million, a decrease of 3 percent ($26 million) compared to the FY 2011
enacted level, and 8 percent ($77 million) below the President's request. T
he Major Research Equipment and Facilities Construction (MREFC) account is f
unded at $100 million; nearly 15 percent ($17 million) below the FY 2011 ena
cted level and 55 percent ($125 million) below the President's request. Full

要是明年共和党既控制了国会又占了白宫，情况就两说了。他们不干，茶党也会逼着
他们干，何况还有个不能砍的军工复合体。

是的。而且现在股票崩盘了，就是民主党能保住，可能也在经济二次探底的压力下要砍
开支。
不过据说Obama开始动华尔街了，不是还要告银行？这个倒是出乎我意料。
如果他们真能搬倒华尔街，那美国还有救，不过我不抱多大希望。
美国唯一的解决方法就是增富人的税。

你的确错了，就算CUT也是结构性调整
就好比一个公司盈利不行了，是会砍掉某些部门、某些产品
但核心和新兴部门产品反而有机会得到更好的照顾
对于这种问题（CUT），光做出一个CUT的结论容易misleading

ERC是特殊的。计划在2007年就做好了，一直到2013年。每年递增。
2013 年这个项目取消是毫无疑问的。
